Operation Link and collapsed images not appear when working with IE9

Theme: Danland
IE: 9

Operation Link and collapsed images not appear when working with IE9
even that I see that it initial the blocks correctly according to collapsiblock configuration.
so, if block is configured to stay close, it will on IE as well.
But in all cases, on IE the collapse status images not appear and the title link for collapsing is not been set.

any ideas ?
