There is fatal error on configuration page (admin/config/user-interface/plus1) if core taxonomy module is not enabled, which is when minimal install profile is used or taxonomy is disabled.

It was WSOD and I don't have that environment any more. Sorry. I guess you could reproduce it with minimal install.

core module taxonomy is so useful that almost everyone would enable it, so we just add dependency on it this time.

if you insist on using without it, please open another issue, like 'decouple taxonomy from plus1', and that really needs some work and testing, I'd like to put that into 7.x-2.x branch.
