According to RFC 2445 section 4.8.7.2, the DTSTAMP field contents MUST be in UTC. Currently DTSTAMPs in Drupal ical calendar exports seem to be in local time, even though the timestamp is postfixed with the letter 'Z' to signal UTC timezone.

The attached patch isn't necessarily the proper way to fix the problem, but at least the patch illustrates it.
