It seems to me that the "Drupal.org projects" section of Drupal.org (to which Drupal.org webmasters belongs) is rather hidden and hard to find. I only realized that it exists at all because I happened to come across an issue ticket pertaining to improving the installation profiles section of the website awhile ago while I was doing a sitewide search. The "Drupal.org projects" section is also rather loosely defined. Most of the projects in it do not have any available file downloads and would not be expected to (such as "Drupal.org Project applications"). However, some of the projects here do have file downloads and have some of the same characteristics as project pages for modules, themes, etc. (Examples: Form Builder Field UI or SVG UI Widgets.

It seems to me that perhaps d.o. should have two separate sections for the content currently in "d.o. projects," and that these sections should be exposed more prominently on the site:

  1. One section would be for projects that are about improving drupal.org and the Drupal community. This is what the "webmasters" projects is trying to accomplish, for example. In fact the webmasters project groups naturally with the content that is currently organized under "Community initiaties." It would probably be good, in fact, for all community initiatives to be treated as project pages, with their own issue queues to better structure work and discussion related to those initiatives.
  2. Another section would be for Drupal-related content that currently does not have a good home on d.o. For lack of a better term, I'll call this the "Drupal accessories" section. This would be a section for posting projects that involve files that do not fit into the category of "modules, themes, installation profiles" or any other categories that necessarily run within a Drupal website but are nevertheless part of Drupal development somehow. In this category I would include things such as drush, the Acquia Dev Desktop Control Panel, the SVG UI Widgets, and the Textmate Drupal PHP Bundle.

I should note that the "Textmate Drupal PHP Bundle" is maintained as a "module" on d.o. even though it isn't a module at all. I think there are a number of examples like this of code that aren't really intended to run within the Drupal codebase (and may not even be PHP code at all) but are nevertheless valuable tools for Drupal, so d.o. should provide a place where people can find them.
