Place class and id attributes on wrapper <li> element

If would be useful to provide an option, default to off, to put the id and class attributes on the LI element instead of the A tag itself.

In some cases, an entire set of links including a top-level link and its sub-menu links need to be styled a certain way, which is impossible with the class/id on the A tag.
