I'm guessing something got reverted in the PHP configuration, as I'm sure I remember uploading larger files in the past. I'm trying to attach my slides (12MB PDF) to http://groups.drupal.org/node/200988, but it's throwing errors due to the 2MB limit. If this isn't a regression, feel free to bump this to a feature request and I can upload my slides elsewhere.
