newer version of CKE module and ckeditor.config.js not playing well together

I prefer setting up the tool bar in the ckeditor.config.js file, but the newer version of the CKE Module (since being able to setup the toolbar with the WYSIWYG drag and drop does not respect the ckeditor.config.js file. By that I mean, in the module settings under Editor appearance, I do see a way to select the correct tool bar set for a particular CKE Profile, I do not see the WYSIWYG drag and drop tool, and on the site the text area that should be CKE is collapsed on itself.

I'm attaching my ckeditor.config.js (perhaps there is something wrong here and not in CKE).
