how to edit the user profile layout in a non-phptemplate theme?

Hi...

I love this theme, both for its look and the structured-coding...

However, i would like to know how i can edit the user profile layout so that i can customize it... in a phptemplate based theme, i would have used a template.php file and user_profile.tpl.php file to customize it as i wanted. how do i achieve a similar result on this theme... what theme engine does goofy theme use?

i am a newbie... so please bear with me if my query is silly or in wrong place...
