allow themes to require modules

different themes doesn't work without a certain module. for instance Mobile jQuery Theme needs the jQuery Mobile UI-Module. Some themes 'recommend' to use certain modules with annoying status messages.

There should be a standardised way to do this,

Of course you will say presentation and functionality should be separated but in some cases its not possible. And yes it should not be possible to make a module requiring a certain theme.

Any ideas?
