It looks like the doc block was copy pasted from views_filters_selective_handler_filter(). There are no parameters passed to this function.

I also went through and corrected some spacing issues, converted tabs to spaces etc. This also has the same patch applied as above. It only looks large due to the reformatting. There shouldn't be any code changes.
