I couldn't get this to work in 7.12 and wondered if it might be related to this issue in Menu Blocks:

I created a fresh install of Drupal, created some content, created a test menu with two levels, pointed menu_block_split at the test menu, enabled the blocks and it works as expected. No flushing of cache needed.
