Release notes

- add the theme-settings.css file by default in the .info file
- changed the a:hover color to #ccc to be more neutral
- change the body font-family to Lucida Grande
- added a list-style for UL element in #middle-content
- change H3 font-size to 18px
- changed INPUT submit layout
