I'm not sure if this should live here, but is it possible that field collections are exposed to various other modules as if they were a node type entity? I'm keen to have a field collection of a file and taxonomy tags, and then enable these to be community tagged. It's just that community tagging doesn't show the field collection as an option to community tag.

Unfortunately community tag only supports nodes. It relies heavily on node specific hooks, for example. It isn't possible for field collections to 'trick' this module, it would be up to them to add support for more general entities. It may happen someday:
