With core, almost everything gets a test before the patch goes in.
Before this week, I can't remember a time I had a Views patch bounced back for needing tests. But now that they're running and passing, we should decide what to require tests for.

dawehnerThe problem with contrib is that not a lot of the possible contributors write regular tests. If we would require tests for every patch, some people might be scarred.
On the other hand it would be really handy to have more and more test coverage over time.
There are different kind of patches:
* Bug fixes
* New features for something like views_plugin_display
* Small feature additions like adding node.title a sort handler
For the third one it seems not to make sense to add tests.
