This patch fixes a problem where contents in the "Note to Author" fields in admin/content/modr8 are dropped from the outgoing emails.

I think you're using the patch in http://drupal.org/node/368124#comment-4324050.

I added the the public API functions to 7.x and this issue also fixed.
