The use of the context_ui_editor form to set blocks on the spaces dashboard means it's impossible or difficult for users with visual impairment, or cognative/motor skills problems to set blocks on the dashboard. I'm recommending providing an alternate page for a context where the user can use the same UI as the default drupal block admin page, which does allow for separate weight/region selection.
I realize the block module is not a dependency of spaces_dashboard, although I don't think it makes sense to reinvent the block admin theme wheel.

Note that I added a custom template file based on the block module, but not the same, so we do not need to list block and a dependency.
