If you make a submission and then edit it. The values of text boxes with conditional rules are not been recovered. Its content is left blank.

What value are you expecting if it is blank?

Also if you could provide a sample form from these instructions: http://drupal.org/node/add/project-issue/webform_conditional

Then it will be easier to resolve the issue.

Well, it is simple. If I click edit on a submission. The fields loads filled with the values I entered when I submitted the form the first time. All the field are loading filled, except the text boxes with conditional rules.

@deixadilson I tried several of my test forms and I am not having problem when I edit submission. If you could provide test form from a link above I or someone else can look at the problem.

Also to make sure your problem is caused by this module please try to re-create your problem Webform on a new install of Drupal with only the modules you need, preferably only Webform and Weform Conditional. Also test your form with a stock Drupal theme that comes with core Drupal. Theme code can cause the Javascript code in this module not to work.

I am having a similar problem with webform conditionals
I have a text area which is displayed based on a conditional select option. The data from the text area does not submit to the database. Any ideas why?
I am using webform 7.x-1.x-beta 1

I just completed a re-write of the user documentation. In that process, I exercised the development (7.x-1-dev) version of Webform Conditional module pretty extensively, but I could no duplicate your issue.

Can you please see if this is still an issue with the 7.x-1.dev version of Webform Conditional. If it is still an issue, can you please provide an exported Webform with the problem? That would help me immensely. Instructions are here.
