Is anybody else having the same problem?

This time is not a problem with my .po files... Any file (from any language) I try to import in my 2 sites, the help strings of the administrator stay exactly the same...

Any idea regarding this problem? Is it a bug?

I had the same problem. In my case it was caused by using WinZip on my development machine to unpack the Drupal package. The default behavior of WinZip when handling .tar files is to convert \n to \r\n which can cause the behavior you describe.

I solved it by changing the .tar settings in WinZip and unpacking the Drupal archive again (to make sure that the original strings in the PHP files have the correct line endings).
