If CKEditor is disabled and a user hits preview the editor comes back

Steps to repeat:
1. Go to a comment
2. Click "disable rich text editor"
3. Enter some formatted text
4. Hit preview

Expected results:
The textarea on the preview page shows your html as you input it and not a wysiwig.

Actual results:
CKEditor has reformatted the html into a less legible format and appears again.

It would be nice if it remembered that I disabled it for this comment before I hit preview and stay disabled until I hit save.
