Instead of just making the fieldset collaspable, putting in options which function similarly to the form way of grouping, displaying the exposed filters in an orderable table with an edit setting for each row, and add the ability to select fieldset formatting like vertical tabs.

Issue queue cleanup... My apologies for taking so long to address this issue!

At this point, this is beyond the scope of BEF and would require some serious UX design work to make happen. It's an interesting idea, but I don't have the time nor design skills to make it happen. Sorry.
