Even with no taxonomy terms added to this vocabulary, this module leaves "cruft" when it is disabled/removed. The "Newsletter Categories" vocabulary still exists. I can understand keeping it if there have been terms added to it, but if it is empty, I suggest the module should remove it from the DB.
