When a git vetted user promotes a sandbox project to a full project, the project name field description says that it is used for creating a short URL for the project and it does not tell at all that the name you pick will be associated with releases and all downloadable tar balls etc. Therefore if you are doing it for the first time and have done a mistake there is no way of changing it. In my case, because it has specifically described that the name is used to generate a short URL. Therefore I named it with hyphens. But now all my project related releases are names with hyphens instead of underscores. Please see the attached screenshot of the field description it has for the project name.
