Views Bulk Operations adds and removes any roles

I'm testing this with role_delegation 7.x-1.1 and views_bulk_operations 7.x-3.0-rc1. As an admin, I can assign myself to be site architect via the VBO widget to modify users.

This is a custom page and is not the default users page. That functionality seems to work beautifully! It is instead the VBO module on a custom page listing users.
