Fresh install of:
Drupal 7.14,
Panels 7.x-3.2

If "user login" block enabled in the Panels region, anonymous see blank white screen on that pages.

I've tried blacklist the pages from CDN, but also not works.

Seems cdn is assuming the $data is an array, when that's apparently not always the case.

Please test the patch at #1605804: Ctools calls hook_block_view_alter with incorrect paramaters ($data should be an array, not an object)

Interesting :) From the API docs and what you say Panels does, it indeed seems like they don't conform to the API. Looks like an easy fix on the Panels side :)
