I had the problem, that an image would not be attached to an e-mail. Turned out the problem was a space (encoded as %20 in the URL). The attached commit solves this issue, as the URL gets urldecoded first and then checked if file exists in the filesystem.

salvisFor the record: this was committed to D7 and will probably need to be committed to D8, but I'm not touching D8.
It's not in D6 and I don't know whether it ought to be.
