For the Country Restrictions field on /admin/config/people/cookiecontrol page, here is the comma separated list of the 27 countries in the EU:

Austria,Belgium,Bulgaria,Cyprus,Czech Republic,Denmark,Estonia,Finland,France,Germany,Greece,Hungary,Ireland,Italy,Latvia,Lithuania,Luxembourg,Malta,Netherlands,Poland,Portugal,Romania,Slovakia,Slovenia,Spain,Sweden,United Kingdom

I hadn't realised that not all countries in the EU require the pop-up consent - budda mentioned Ireland in a previous fixed issue.

Any subject matter experts input about which countries should be on or off the list would be gratefully appreciated.

Great post!

I also hope that if other countries adopt this policy, this issue ticket could be kept active and updated so people who follow it can make the changes to their country lists.

Of course, we our responsible to do our own due diligence, but it would be helpful.

How about the EEA too btw?

The EEA includes EU countries and also Iceland, Liechtenstein and Norway. It allows them to be part of the EU’s single market.

Switzerland is neither an EU nor EEA member but is part of the single market - this means Swiss nationals have the same rights to live and work in the UK as other EEA nationals.

Also btw, apparently, according to the official EU laws page, cookie consent is required in every EU state, it's just that the policing for it is basically none-existent.

Each state within the EU has to bring its laws in line with the EU Directive, however how they choose to do this is their responsibility.

When the deadline for doing so passed in May 2011, only 4 or the 27 states had actually passed their laws, the UK being one of them.

How about the EEA too btw?

This set of slides by DLA Piper includes Norway in the list of countries that are bound by EU law including "Cookie law" by being member of the EEA (as a Norwegian, I can confirm that this is correct):
