As stated by the title. I'm trying to build a top level view which would have a grid display of images which can be filtered. Each image links to a lower level View. Can I assign a View an image?

You could try http://drupal.org/project/views_field_view/, but I'm not exactly sure what you are trying to do. Can you give an example?
