Paypal has "page styles" feature which allows you to create multiple custom payment pages. Refer to this url https://www.paypal.com/bw/cgi-bin/webscr?cmd=p/pop/cowp_help_override_styles.

Can you provide a setting to spepcify the 'page_style' on the PayPal Website Payments Standard settings page.

I don't think this is useful enough to add to core. It could be done in custom code or contrib via hook_form_alter() on the PayPal form; you can easily add or change any fields that are sent to PayPal that way.
