"OR ELSE" for the Filter criteria

There are now 2 Operators in the Filter criteria: OR | AND

In my case i want to show the English content, but if there is a translated version in the persons current language i would like to show that one.
For this a simple OR ELSE would do the job. But for now i'm stuck :)
