The footer block cannot be edited anymore. I was editing the footer and deleting content and then saved. The footer block is now not available for editing.

My guess is that the context adding this block was somehow messed up. I would suggest enabling context_ui as the admin user and then visiting 'admin/structure/context/list/julio_global/edit' review if the "Julio: Footer Block" is displayed in the Footer region.
