This is a key usability issue with Open Outreach. So far we're packaging all our apps with the distro, but users nonetheless are forced to provide FTP or SSH access for unneeded downloads.

Need to add the patch at #1714552: Install tasks for downloading and installing apps run even if all selected apps already installed.

Moved the app verification screen to after apps are selected so that it runs only if needed.
