Patch attached. It will probably take longer to apply the patch than to manually fix the error but its the thought that counts, right? :)

@merlinofchaos, thanks! And while we're on the subject I've been studying CTools through advanced help and I have a feeling a lot of the documentation was written for 6.x and not necessarily ported to 7.x. Not a criticism by any means as I realize the work required to do this. Whenver I stumble across anything I'll try to update it and open another isssue.

That is very likely. There's been some porting of documentation forward but it gets missed a lot. :(
