D5 legacy mode is enabled.

Authenticated user with post comments privilege can see the "add new comment" and "reply" links, however, upon accessing the comment links it results in access denied.

The expectation is that with D5 legacy mode enabled, users with post comments access should be able to add comments to forum topics.

I agree with your interpretation — maybe we should just remove D5 legacy mode...

Actually, I'm not even seeing the add new comment and reply links.

It seems that the D5 Legacy Mode is completely broken (we don't have any tests for it either).

This is not what you want to hear, of course, but you are the first person who has noticed this defect, which means there is not sufficient interest in that feature to warrant fixing and further maintaining it. Sorry...
