1. At admin/config/services/simplenews/settings/mail uncheck "Use cron to send newsletters".
  2. Create an unpublished newsletter issue.
  3. On the Newsletter tab set the switch to "Send newsletter when published".
  4. Publish newsletter issue.
  5. Newsletter is not sent. On the Newsletter tab : "This newsletter is pending".
  6. Newsletter is sent on the next cron run.
