Switch static variables to drupal_static()

I started switching some of the places where we use static variables with $reset parameters over to drupal_static().

webform_components() could probably use this but it's a bit of an odd case since it has two static variables. I think we could stick those into an array and store them in one but since there wasn't an *obvious* right way to do it I left it for a followup.
