I have come to the conclusion that the best way to create a responsive site is to inform the server of device capabilities before it constructs and serves the site. After looking at WURFL and OpenDDR, I decided that the only thing that is going to suite my needs does not yet exist, so I have created Agent IQ.

Agent IQ is a functional Alpha release and works by 'learning' about unknown devices and storing them in a local database. It will be best to visit the project site to get a feel for it.

It is being heavily tested presently and I intend to develop it into a Drupal module that can work in harmony with Views PHP, especially when constructing device specific views. I am going to need help, so I am announcing here to garner good will and awareness.

Great, I'm always for a speed increase by people smarter than me who write modules I don't understand ^_^ It would be fantastic if this were to integrate with Omega, as I believe that's where a good majority of the Drupal Responsive crowd is.
