fblikebutton installed, enabled, admin permissions granted to admin role, but there is no configuration screen anywhere

I'm pretty sure it's there. You might be having trouble finding it in the menus though.
Should be at:
admin/config/fblikebutton
admin/config/fblikebutton/dynamic
admin/config/fblikebutton/static

Make sure to clear the caches as always.

That is peculiar. Try uninstalling it and then reinstalling it.

Whoops, those paths were for drupal 7. The D6 paths are:

admin/settings/fblikebutton
admin/settings/fblikebutton/dynamic
admin/settings/fblikebutton/static
