In D7, shorcuts links are listed in a bar below the main toolbar bar.

In D8, we propose to move these shortcut links to the toolbar tray.

Moving the shortcuts into the tray regain the vertical space that they currently consume on small screens in D7.

This development work should take place as a branch of the main sandbox for D8 administration toolbar work:

The branch for this work will be: node/1137920-responsive-toolbar, which is rebased on 8.x often.

It's funny... the issue summary says "into the toolbar tray" and provides a big screenshot to demonstrate it.

However: I was not able to locate the shortcuts in that picture.

(which makes me appreciate that it wasn't annotated)

It's the issue-as-usability-test :)

The pills at the top of the tray are the shortcuts. This is our first pass at trying to get them into the side tray. Do you have thoughts about how to improve or maybe a different design direction? The problem we're trying to solve is eliminating the second bar (drawer) under the toolbar so we're not consuming vertical space on small screen devices.
