Manage Menus link on Administration Unit results in Access denied error

To reproduce:
Login with super admin account
Create a new administration unit and Save
On the new unit click the Manage Menus link, you will get an access denied error

Note: Adding the user to the group membership as "administrator member" for group does not resolve the issue
