I'm new to using distributions but was wondering what is the best way to accomplish using the Julio distribution as the school front end site and the elms as the online learning environment?
Would I need to have two separate installs of drupal in order to accomplish this? for example Julio would be at the domain root and then install elms with another copy of drupal into a sub-domain?

You technically CAN package all distros / install profiles together in 1 drupal stack but I'd recommend against this incase different wants have patches to core. Generally speaking it'll be less of a mental nightmare to have them all together too.
Let me know if you have any questions but ELMS is stable in Drupal 6 and needs additional development effort in Drupal 7. I'm working through contributed modules associated with elms now.
