The D8 toolbar will be updated to be responsive across any screen size. In addition to this improvement, the shortcut bar will be removed and relocated to the side pull-out tray.

Whereas in D7 only the top-level menu items were available, the D8 toolbar provides access to any level of menu item down to the 9th nested child.

This issue should ideally be postponed to post-feature freeze when we'll have a better idea of what the feature set for the toolbar will be.
