The center area of the toolbar is intended for modules to inject page-specific actions or controls. We've experimented with using MENU_LOCAL_ACTIONS to register these actions, but that just doesn't seem to be the right mechanism. At the moment I've fallen back to carving out a space in .toolbar-bar .section.actions
that flexes its width to fill in the available space between the navigation and user buttons. Module could use JavaScript to plunk their controls into this space. Not ideal, I know. Better options would be much appreciated.

nod_These day we have hook_toolbar to define things that go into the toolbar. Not sure this is still relevant
