Like the title says, we'd have to store the value of the $conf key in each or our effect callback wrappers and restore it after our effect is finished, this still may not have the desired effect, as subsequent effects would not run with the same settings.
Perhaps this should be it's own module which adds it's settings to all image effects somehow?

kmontyI believe there is already a module that does what you are looking for. Behold: Image Style Quality.
(I'm using this on a project with Picture/Retina Images modules right now and it's working mighty well.)
I set this issue back to "active", but I suspect the module maintainer can close this (assuming this Image Style module does what is desired).
