I'm trying to set up flat rate shipping and free shipping. When adding a data comparison condition, I see the following:

DATA TO COMPARE
The data to be compared, specified by using a data selector, e.g. "node:author:name".
Selected data: commerce-order:commerce-order-total:amount

OPERATOR
The comparison operator.

With equals selected... I can enter and save a Data Value in the Data Value field.

However, if I select "is greater than" or "is less than" the data value field changes to this:

DATA VALUE
The value to compare the data with.
Data selector *

The data selector helps you drill down into the data available to Rules. To make entity fields appear in the data selector, you may have to use the condition 'entity has field' (or 'content is of type'). More useful tips about data selection is available in the online documentation.
Data types: Select data of the type Decimal number.

Looks like it's just the Rules UI being quirky. There should be a button beneath that that lets you "Switch to the direct input mode." Also, as of Commerce 1.4, you should be using the "Price comparison" condition instead. : )
