No, there is a 4.x version for Omega Tools which has to be used with 4.x of Omega. All it does currently is providing a hotfix for hook_system_info_alter().
you can of course use it but due to it's current development you should be prepared in case the base theme changes to such a degree that any subtheme built on it winds up broken. Afterall, it's still alpha code.
I am not going to do _major_ changes to the 4.x code at this stage. However, it is very like that there will be changes indeed. It's up to you to decide whether or not to use 4.x. I am using it already and many others are using it too. But you have to be aware of the fact that you might have to adapt to minor changes in the future.
