My experience was that I did contact DA too late (one month before the event) and asked too much money ($2000) - because I naively hoped that they will be willing to cover all our cost (OK, 80% of them).
So, they answered that we need to find sponsors first, and when we managed to acquire $1000 from sponsors, they will follow up with another $1000 - and that was the case at the end, in last minute. :)

But, another example is Drupal Balkan Summit SARAJEVO 2012 - if I'm correct they managed to get $1000 about 6 months before the event - before they had sponsors. Pero Cigelj from pauza.ba would know more about it.

Also, my advice to you is to create as detailed as possible budget so you can ask DA precisely what you will want from them to finance - e.g. accommodation and travel costs for keynote speaker(s).

So, IMHO sooner is better then later, although immediately at the beginning of 2013 sounds A-OK. :)
