I've been using the Feed Aggregator in Drupal 7 core to get Twitter coming into my site, and suddenly it showing that it cannot connect. I found a solution. Previously, I had the Twitter feed in a URL in this format:
http://twitter.com/statuses/user_timeline/thefashionbelle.rss
This is what broke in October 2012. Now, I found success using this format for the feed:
https://api.twitter.com/1/statuses/user_timeline.rss?screen_name=thefashionbelle

Thanks Couturier. I was baffled by the Twitter Feed on my web sites suddenly breaking. Your URL replacement worked a treat.
