Fieldgroup can be exported when already included in feature

Normally, you cannot include an item while creating a new feature if it is already part of another enabled feature. However, in the case of field groups, I was able to export the field groups, and create a conflicting feature.

If already enabled in another feature, field group items should not be available in the feature select list while creating a new feature.
