Ok. I've installed Drupal's modules for project, project issue, and even CVS integration.
My question is simple, the solution (I am worried) may not be:
How do I install a CVS on a shared server? (i.e. BlueHost)
How do I make it accessible to users on my Drupal website, how do I hook into it using the CVS integration module, etc.
Any thoughts?

Most shared hosts do not provide CVS
You will need to contact your host directly and ask them about that. The hosts that I have personally encountered will sometimes offer SVN but I've never seen CVS offered. Other than finding a host that will give it to you, you are left with getting a dedicated server or VPS where you can install and manage it yourself. Others may have better suggestions since I've never actually set up CVS myself.

It looks like cvs is already on my site, as I can ssh into it.
