action_admin_delete_form_submit does a watchdog with type 'user' on deleting an action [#1815640]

Patch changes it to 'action', which is what the watchdog statements in action.module use.

I can't think of any reason why it'd be user.

(Same issue exists in d6 and d7, but different function name since action.module got created for d8)
